Both give you everything to get started — the choice is whether you use a lamp. The UV Starter Kit includes a 12W UV LED lamp for a salon-hard finish lasting up to 3 weeks. The Non-UV Starter Kit needs no lamp at all — it's on in minutes and lasts up to 2 weeks.
